The Salem State Campus Master Plan marks a pivotal step forward for the university, envisioning a lively and inviting campus that strengthens its sense of place and community identity. Building on previous planning initiatives, the plan aligns seamlessly with Salem State’s strategic vision, Meeting the Moment, reinforcing the university’s commitment to serving as a vital public institution for the North Shore and the wider Massachusetts community.

The plan highlights the importance of optimizing campus spaces while maintaining the inviting and distinctive atmosphere that makes Salem State special. From interior settings to manicured landscapes, it enhances the student experience by reimagining the learning, living and gathering spaces across campus.

Engagement

The engagement process was designed to encourage input from a wide range of stakeholders, including students, faculty, staff and executive leaders. Our team organized interactive activities at key spots across the campus. These accessible and informal settings allowed students, in particular, to easily share their thoughts on what the campus needs, their priorities and their everyday experiences.

05 Campus Engagement
Engagement activities explored how the campus is experienced — identifying its front door, core gathering spaces, beloved destinations and areas needing stronger connections. These diagrams reflect the number of students who responded "yes" when asked if the respective building or space reflected the identifier in the bottom right corner of each diagram.

Throughout the planning process, we hosted a series of engagement sessions — including open houses, focus groups, and campus-wide surveys — designed to capture diverse perspectives from students, faculty and staff. More than 1,000 participants contributed their insights, ensuring the final master plan reflects the authentic experiences and aspirations of those who learn, teach and work at Salem State University every day.

03 Okeefe Engagement
Stakeholder meetings revealed a fragmented and transactional on-campus student experience on campus, noting the perception of a weak campus identity, with minimal branding or architectural cues that unify the campus experience.
05 Meier Hall Engagement
Engagement activities included students, faculty and administrators across the campus.

Data-driven decision making

Engagement surfaced a clear need to reorganize, resize, and reschedule instructional spaces to better support evolving pedagogy and student needs. In response, we completed a data‑driven utilization study — examining room size, seat‑fill, hours‑of‑use, and scheduling patterns — which revealed concrete opportunities to right‑size classrooms, expand active‑learning environments, balance peak demand, and repurpose underused rooms.

Underutilized instructional spaces provided opportunity for reconfiguration.

Space analysis was paired with the Facility Conditions Assessment to identify plan priorities.

The Facility Conditions Assessment (FCA) study

This assessment provides a comprehensive evaluation of SSU’s building inventory to guide capital planning and deferred maintenance priorities. It was completed by CannonDesign's in-house FOS team in 2024 and was an important factor in the development and prioritization of the Campus Master Plan projects. The FCA directly informed recommendations for targeted renovations, phased improvements and space repositioning strategies.

08 Sw Overall 01 Alt
The plan used block-and-stack studies to evaluate key buildings, uncovering opportunities for targeted renovations, strategic additions, and thoughtful alterations across campus.
09 Building Profile
By mapping how spaces stack and connect, the plan uncovered ways to reimagine key buildings.

A “flexible planning toolkit” designed to create a vibrant campus with a sense of place that fosters community, collaboration and connection.

Master Plan Guiding principles

Informed by qualitative and quantitative analytics, the Campus Master Plan is a framework that supports incremental decision-making and enables Salem State to remain agile in a dynamic funding and enrollment landscape. Four key considerations guide the planning and implementation process:

  • Enhancing physical connectivity and accessibility at a campus-level and within the buildings
  • Enhancing branding and identity along the campus edges as well as internal to the campus
  • Right-sizing key academic buildings to create vibrant academic hubs
  • Developing alternative sequencing for transformation and addressing deferred maintenance as building projects are completed

The framework offers a selection of interventions the university can activate to meet the imminent need. This kit of parts allows Salem State to remain nimble and adapt its capital strategy based on evolving funding availability, enrollment trends and programmatic needs.

A framework that adapts to realities

Like a coach with a game plan, this plan empowers the SSU to choose interventions based on evolving circumstances within the institution and the broader external environment. It's a “menu” of interventions that functions like a playbook, identifying a range of potential actions for each building — from reprogramming to full modernization or strategic repurposing — alongside associated landscape enhancements to strengthen campus connectivity and placemaking.

The plan proposes various changes to SSU’s academic spaces, primarily aimed at re-aligning the existing areas to support the arts, humanities and student needs.

Placemaking through landscape and streetscape enhancements

The plan recommends several streetscape and landscape changes intended to improve campus arrival experiences, enhance pedestrian connectivity and create a more defined sense of place around key buildings. Major entry points are redesigned to feel more inviting and accessible, while outdoor spaces like plazas and green areas are planned to provide flexible spots for socializing, studying or relaxing. These enhancements not only connect key buildings but also strengthen the overall identity and cohesiveness of the campus.

The Campus Master Plan offers multiple strategies to advance Salem State University's goal of creating a more integrated, student-ready, and resilient campus, consistent with its commitment to equity, community engagement and academic excellence. The various implementation scenarios will position the university to facilitate transformative learning experiences, cultivate a strong sense of place and strengthen connections both within the campus and with the surrounding community.
