Nestled on a hilltop overlooking Charleston, the West Virginia Co-Located State Laboratory Facility is a landmark for science, culture and community. Designed as both a workplace and a civic landmark, it brings together state agencies, universities and research partners in one highly collaborative environment. The facility supports critical testing, forensics and public health functions while also creating a pipeline for the next generation of scientists and professionals.
A design rooted in place
The architecture reflects the duality of the state itself: culture and community to the north, nature and wilderness to the south, with a vibrant central hub known as "The Valley" binding it all together. A quilted treatment on the north façade shimmers in daylight, echoing local traditions, while organic forms mirror the surrounding ridges and hollers. The design celebrates the state’s identity, connecting people to both their history and their landscape.
A confluence of people and purpose
At its heart, the facility is about connection. Students from Marshall University and West Virginia University learn alongside professionals, creating a workforce pipeline to address public health disparities in West Virginia and the Appalachian region. Shared spaces foster collaboration, camaraderie and cross-disciplinary innovation — ensuring the building serves not just its users, but the future of the state.
Science and public service under one roof
The 285,000 sf facility unites critical state services — public health labs, forensic and medical examiner functions, and the Office of Weights and Measures — into one collaborative environment. By consolidating these programs, the design improves efficiency, reduces costs and strengthens West Virginia’s ability to respond to urgent health and safety needs. Inside, state-of-the-art laboratories support newborn screening, infectious disease tracking, environmental testing for biological and chemical contaminants, including trace metals, and advanced forensic analysis, including DNA labs, autopsy suites and a shooting range. Flexible, daylight-filled spaces ensure scientists and investigators have the tools and environment they need to protect West Virginians today and in the future.
A lasting investment in West Virginia
Located within the West Virginia Regional Technology Park, home to more than two dozen STEM businesses, the laboratory is a cornerstone for regional growth. It demonstrates how thoughtful design can advance science, strengthen community and celebrate place. By uniting public health, education, and culture, it stands as a bold investment in the people and future of West Virginia.
